Federico Hoyos
Managing Partner & Principal Advisor
Federico has spent over 15 years in the spheres that shape Colombia's political and international agenda, having served at senior levels as a Member of the House of Representatives, Ambassador of Colombia to Canada, and Presidential Advisor. That unique proximity to state mechanics gives him an ability to read the political landscape and anticipate shifts with an angle that others overlook. His background spans Colombian institutions, public policy, and geopolitics at the highest levels of government.
As a diplomat, he worked to expand bilateral trade frameworks and attract multinational investment. In Congress, his focus spanned foreign affairs, security, and international trade. Alongside his government career, he has shaped public debate as a columnist for Colombian media outlets. His selection as a Millennium Fellow at the Atlantic Council (2025–2026), reflects his standing as a voice on global leadership, geopolitics, and international affairs.
He serves as a board member for an enterprise specializing in carbon markets, sustainability, and climate policy, an important European online business school, the Museum of Modern Art of Medellín, and several nonprofit organizations.
Federico holds a B.A. in Political Science and a Master's in Public Policy from Universidad EAFIT, advanced political studies from the Phoenix Institute at the University of Notre Dame, and completed an executive education program at the Harvard Kennedy School.
Gregorio Restrepo
Partner & Director of Operations
Over more than seven years, Gregorio has worked at the intersection of Colombia's public, private, and social sectors, building a firsthand understanding of how political decisions are actually made. That experience informs a direct understanding of Colombia's regulatory environment, legislative dynamics, and the actor behaviors that drive political risk for private capital.
He has served in the House of Representatives, the Office of the President of Colombia, and the Embassy of Colombia in Canada, as well as Advisor to a cabinet Secretary at the Medellín Mayor's Office. He has managed a congressional campaign and led cross-sector coalitions at Fundación Grupo Argos, aligning actors with competing interests around shared objectives.
His approach to risk-assessment and mitigation is informed by his experience consulting for a major Colombian social enterprise on sensitive community relationships and social dynamics surrounding their new infrastructure projects.
Gregorio also teaches Leadership and Geopolitics at Universidad EIA, where he has developed original frameworks on Colombia's role in a shifting global order.
He holds a B.A. in Political Science from Universidad EAFIT.
